What Charleston Homeowners Need to Know About New Efficiency Standards
If you have heard the term SEER2 and are not quite sure what it means for your home, you are not alone. These changes have affected the way air conditioning and heating equipment is rated, manufactured, and sold across the country, and they have a direct impact on homeowners here in the Charleston area.

What Is SEER2?
SEER stands for Seasonal Energy Efficiency Ratio. It is the standard used to measure how efficiently an air conditioning system uses energy over a typical cooling season. The higher the SEER rating, the more efficiently the system operates and the less energy it consumes to keep your home comfortable.
SEER2 is the updated version of that rating system. It was introduced to reflect a more accurate, real-world testing method that better accounts for how equipment actually performs under normal operating conditions in your home. The new testing standard uses higher external static pressure, which means the efficiency numbers you see on SEER2-rated equipment are measured under conditions that more closely reflect actual use.
In practical terms, a SEER2 rating gives you a truer picture of how efficient a system will be once it is installed and running in your home.
How Is SEER2 Different From the Original SEER Rating?
The original SEER standard tested equipment under conditions that did not fully account for the resistance that air encounters as it moves through a home’s duct system. SEER2 corrects for that by using a more demanding test protocol.
Because of this change, a SEER2 number will look slightly lower than the equivalent original SEER number for the same piece of equipment. That does not mean the equipment became less efficient. It means the rating is now more honest about what real-world performance looks like.
When comparing equipment, it is important to make sure you are comparing SEER2 ratings to SEER2 ratings rather than mixing the two standards.
What Are the Southeastern Region Requirements?
The United States is divided into regions for the purpose of SEER2 compliance, and the requirements vary depending on where you live. As a homeowner in Charleston, South Carolina, you fall within the Southeastern region, which carries some of the highest minimum efficiency requirements in the country.
This is no surprise to anyone who has spent a summer here. Charleston’s heat and humidity place an enormous demand on cooling systems for a significant portion of the year, which is exactly why higher efficiency standards make sense for our region.
For most residential systems in the Southeast, the minimum SEER2 rating required for new central air conditioning systems is 14.3 SEER2. Single packaged units have a minimum requirement of 13.4 SEER2. These minimums apply to new equipment manufactured or installed after the regulation took effect, and they are not optional. Any new system installed in your home must meet these standards.
What Does SEER2 Mean for You as a Homeowner?
If your current system is still running and was installed before the regulation changes took effect, you do not need to do anything right away. Your existing equipment is not affected. However, when the time comes to replace your system, whether due to age, a breakdown, or a decision to upgrade, the new unit will need to meet SEER2 minimum requirements.
For most homeowners, this is actually good news. Higher efficiency minimums mean that even the baseline equipment available today is more efficient than older systems. Upgrading to a compliant system can result in lower energy bills, better comfort, and a system that handles Charleston’s demanding climate more effectively.
It is also worth knowing that higher-tier SEER2 equipment is available above the minimum thresholds.
